Information about the London Ambulance Service leadership team.

London Ambulance Service is governed by a Trust Board which meets quarterly in public to oversee the organisation’s strategic direction, performance and delivery of safe, high-quality patient care.

The Trust Board is made up of Executive and Non-Executive Directors, led by the Chair and Chief Executive. The Board currently includes:

Executive Directors responsible for operational, clinical, financial and corporate leadership

Together, the Board provides leadership, accountability and oversight across all areas of the Service.

The Board is responsible for:

setting the strategic vision and priorities for the organisation
overseeing quality, safety and operational performance
ensuring effective governance and financial stewardship
promoting an inclusive and positive organisational culture
ensuring the Service meets the needs of patients, staff and the communities we serve

The Executive Team is responsible for the day-to-day leadership and operational management of the organisation.

Andrew Trotter OBE QPM, Chair

Andrew Trotter joined us as Chair in July 2022

Andrew has 40 years’ experience of leading police services in London and Kent, having worked for British Transport Police for 10 years from 2004, serving as Chief Constable and Deputy Chief Constable. Prior to this, he served more than 30 years in the Kent and Metropolitan police services, including six years as Deputy Assistant Commissioner with the Met.

During his time with the police services, Andrew worked alongside London Ambulance Service teams, including for the 2012 Olympics and 7 July terror attacks.

Andrew has been Chair of Oxleas NHS Foundation Trust for seven years and will continue in this role. The Trust delivers community and mental health services in south east London and prison health services in London and Kent.

Rommel Pereira, Deputy Chair

Rommel has a track record in finance, business transformation, technology, customer service, procurement and business development.

Rommel is a chartered accountant and retired as Finance Director of the Bank of England at the end of 2018. Prior to this he was an Executive Director of the Financial Services Compensation Scheme and Group Chief Operating Officer for the Metropolitan Housing Partnership. His earlier career included senior management roles at JP Morgan Chase.

He currently holds Non-Executive directorships at One Housing Group, Homerton University Hospital NHS Foundation Trust and The National Archives.

Rommel is the Chair of the Audit Committee.

Gaurav Kumar, Non-Executive Director

Gaurav has over 30 years of global experience spanning over technology, engineering, supply chain, and manufacturing sectors. His specialises in areas including strategy development, digital transformation and operational performance optimisation.

During his career Gaurav has worked in India, New Zealand, Australia, United Arab Emirates and the United Kingdom. He has also undertaken assignments in Afghanistan, Iraq and Bosnia delivering services to armed forces and peace keeping missions.

Currently, Gaurav is the Global Chief Information Officer at ASSA ABLOY Entrance Systems, where he leads international teams of over 300 employees.

Previously, he has served as a non-executive director on the board of the Hampshire and Isle of Wight Healthcare NHS Foundation Trust.

Gaurav holds a master’s degree in business and information technology, and a bachelor’s degree in engineering.

Dr Anne Rainsberry CBE, Non-Executive Director

With a professional background in HR and management, Dr Anne Rainsberry has 32 years’ experience working in the NHS at local, regional and national levels.

Before joining healthcare and life sciences consultancy Carnall Farrar as managing partner in 2017, Anne was London regional director at NHS England for four years where she led major service changes in the capital including the reconfiguration of cancer and cardiac services.

Previously, Anne was chief executive of NHS NW London and Deputy Chief Executive of NHS London and through her career has held a number of managerial NHS roles in London and the south east.

Anne was awarded a CBE in 2017 for services to the NHS.

Professor Karim Brohi, Non-Executive Director

Professor Brohi is a consultant Trauma Surgeon at Barts Health NHS Trust, Director of the London Trauma System at NHS England (London), and Director of the Centre for Trauma Sciences at Queen Mary University of London.

As a surgeon, Karim provides care for patients with vascular diseases and traumatic injury. As a scientist, Karim conducts research in the field of Trauma while supervising a range of researchers who are investigating different aspects of traumatic disease.

Karim studied Medicine at University College Hospital London.

Bob Alexander OBE, Non-Executive Director

During a career in finance and accounting spanning more than 30 years, Bob Alexander operated at board level across public sector organisations including the NHS, the Civil Service and Metropolitan Police.

He retired from the role of Deputy Chief Executive of NHS Improvement in 2018 but continues to perform numerous non-executive roles including Independent Chair of Sussex Health and Care Partnership; non-executive director of Imperial College Healthcare NHS Trust, and non-executive director of Community Health Partnerships Ltd.

He has an MBA and is a Fellow of the Chartered Institute of Public Finance and Accountancy.

Shera Chok, Non-Executive Director

Shera is a GP in East London and the former Chief Medical Officer at NHS Digital. She started the multi award-winning Shuri Network in 2019 as she is passionate about increasing diversity, innovation and safety and to encourage other women from minority ethnic groups to lead and engage with digital transformation.

Shera has held national leadership roles with NHS England and the Department of Health and Social Care and led complex national and local programmes to improve patient outcomes and pathways. She worked at Barts Health, the largest acute trust in the NHS at the time as Director of Primary Care for six years, helping to improve patient care across organisational boundaries.

She is an international Fellow with the Robert Bosch Foundation in Berlin and has won awards for her contribution to healthcare, workforce development and EDI. She has volunteered as a clinician with NGOs working in war and disaster zones.

Martin Machray, Non-Executive Director

Martin qualified as a nurse in 1989 and the following 15 years were spent working in hospital care. Subsequently he has held senior positions, including in commissioning, the department of health and, for the last eight years in the London Regional Office of the NHS. Here he held a variety of roles including the Regional Chief Nurse and during the pandemic, the Incident Director for the city region working with all sectors to support Londoners. His final executive role has been as the director responsible for improvement, transformation and partnerships across the NHS in London.

After over twenty years of successfully delivering as senior executive he is now working with a range of organisations. These include being a senior advisor to L’Ecole des Hautes Études en Santé Publique (French School of Public Health in Rennes), The Independent Complaints Panel of the Portman Group, PPL Management Consultants and Oxleas NHS Foundation Trust.

Tammarrian Rogers, Associate Non-Executive Director

Tammarrian has over 30 years of experience leading large-scale teams in organisations including Microsoft, Apple, and Snap. Her expertise spans engineering, quality assurance, and product globalization, delivering innovative hardware and software products to a global customer base.

She has served on numerous boards including Ada Developers Academy, a free coding school focused on closing the tech skills gap, co-founded Black Women in STEM 2.0, and held an advisory role at NordVPN.

As founder of Sarell, Ltd., Tammarrian partners with social entrepreneurs to embed ethical product design practices, fostering inclusive workplace cultures and deepening customer trust through a specialised listening and collaboration framework.

She holds a master’s degree in electrical engineering from Stanford University and has been recognised as one of Forbes’ 2018 Top 50 Women in Tech (Global).

Jason Killens KAM, Chief Executive Officer

Jason Killens KAM is Chief Executive at London Ambulance Service, starting in July 2025.

With nearly three decades of service in the ambulance sector, Jason is passionate about the delivery of high quality, safe and effective patient care in partnership with a workforce of highly skilled and engaged people.

Jason began his career as an Emergency Medical Technician at London Ambulance Service, where he held various senior leadership roles, including Executive Director of Operations. His time in leadership during his first tenure at London Ambulance included overseeing the 2012 Olympics and responding to the devastating 7/7 London bombing.

He was appointed the Chief Executive of the South Australia Ambulance Service in 2015 before joining the Welsh Ambulance Service as Chief Executive in 2018.

He is an Honorary Professor at Swansea University’s College of Human and Health Sciences, and also the Chair and Chief Executive lead for Operations at the Association of Ambulance Chief Executives.

Jason was awarded the Kings Ambulance Service Medal (KAM) in the 2023 Birthday Honours List.

Craig Harman, Chief Operating Officer

Craig was appointed Chief Operating Officer in May 2026 and is responsible for the day-to-day delivery of urgent care and emergency care services provided on scene and over the phone.

Bringing more than two decades of experience across the public, voluntary and private sectors, Craig returned to London Ambulance Service after holding senior roles across the UK ambulance and healthcare landscape.

Craig begun his career at LAS working in a variety of control room and operational roles, including being part of the team who led the service during the London 2012 Olympic Games and responding to major incidents across the capital in 2017.

He worked at Scottish Ambulance Service before joining St John Ambulance where he led national operations, the charities response to the Covid-19 Pandemic and was the Executive accountable for Operation London Bridge, the mourning and funeral of Her Majesty The Queen, and the Coronation of His Majesty The King. He has also been a Specialist Advisor to the Care Quality Commission and a member of the NHS Assembly, advising the board at NHS England on the Long-Term Plan.

More recently, he led several commercial healthcare contracts and has worked as an independent consultant with the Association of Ambulance Chief Executives.

Craig is the Accountable Emergencies Officer with overall responsibility for emergency preparedness, resilience, and response.

Rakesh Patel, Deputy Chief Executive and Chief Finance Officer

Rakesh joined us from Epsom and St Helier University Hospital Trust where he was accountable for planning, monitoring and overseeing the delivery of the financial strategy. In addition, he was finance lead and Board member for Surrey Downs Integrated Care Partnership, Surrey Downs Health and Care and Sutton Health and Care – both provider alliances delivering adult community services.

Rakesh has over 30 years’ experience of financial management in the NHS, including senior roles at West Middlesex University Hospital and in wider healthcare like Barnet, Enfield and Haringey Mental Health Trust.

He is used to working closely with clinicians across service development projects, developing new financial models and empowering managers to use the right information, financial systems and business planning tools to build robust and sustainable plans for the future.

He successfully led the financial recovery at Epsom and St. Helier’s, ensuring they are now on a course of financial stability resulting in the CQC rating the hospital as ‘Good’ for use of resources in 2019.

He also led the financial case for the Trust’s bid to for a new hospital programme, where he worked with colleagues in the Trust and wider health system to develop the plans.

Dr Fenella Wrigley MBE, Deputy Chief Executive and Chief Medical Officer

Dr Fenella Wrigley MBE was appointed the Chief Medical Officer for London Ambulance Service in March 2016 having been the interim Medical Director since January 2015. She has also been a Consultant in Emergency Medicine since 2006.

She joined us as Assistant Medical Director for control services in 2008 and became Deputy Medical Director in 2010. Fenella has led on our development of urgent care, clinically overseeing the introduction of a Clinical Hub to provide clinical support and ‘hear and treat’, and our step-in provision for NHS 111 South East London.

She is also the nominated officer responsible to oversee medication error incident reporting and is the Caldicott Guardian.

Pauline Cranmer QAM, Chief Paramedic

Pauline has held a number of strategic roles at LAS including Director of Ambulance Services and Director of Clinical Education. She was promoted to the role of interim Chief Paramedic in December 2023.

Pauline joined London Ambulance Service in 1994 as a technician. She qualified as a paramedic and worked her way up to one of the Service’s most senior positions.

She is an experienced strategic commander and led the response to the Westminster Bridge terror attack.

In 2019, Pauline was awarded the prestigious Queen’s Ambulance Service Medal, which honours those who have shown outstanding ability, merit and conduct in their role.

Roger Davidson, Chief Strategy and Transformation Officer

Roger joined us in January 2022 and will focus on developing a strategic vision for our Service to build beyond our existing organisational strategy which comes to an end at the end of 2023.

In his most recent position at NHS England, Roger played a national leadership role in the development of the 42 ICSs, which now cover the whole of England and are set to be put on a statutory footing next year.

Since the start of 2016, he has worked with health and care leaders across the country on system transformation strategy and policy, system leadership development, clinical and professional leadership, local government and voluntary sector partnerships, public involvement, communications and stakeholder relationships.

Prior to this, Roger was Director of Communications and Head of Media and Public Affairs at NHS England.

Earlier in his career, Roger also held senior communications and public affairs roles at organisations including the NHS Confederation, the Care Quality Commission and the Confederation of British Industry.

He is also a Trustee at the English Football League (EFL) Trust, the charity overseeing the community organisations of the 72 EFL football clubs in England which run health and wellbeing initiatives across the country.

Clare McMillan, Chief Digital Officer

Clare joined LAS in October 2023 as Chief Digital Officer to lead the next stage of our digital and data transformation.

Clare joined us from Guy’s and St Thomas’ after 7 years leading technology change and the successful implementation of Epic EPR.

Clare brings a wealth of experience from both public and private sectors in digital leadership, transformation and change.

Carl Kneeshaw, Chief People Officer

Carl Kneeshaw was appointed to the post of Chief People Officer in July 2026. He joins us from Welsh Ambulance Services University NHS Trust, where he was Director of People.

Carl comes with a wealth of experience in strategic HR management and organisational leadership having held senior leadership positions at Avon and Wiltshire Mental Health Partnership NHS Trust, HM Prison Service, the Ministry of Justice and the Department for Work and Pensions.

With a strong background in leading highly complex organisations, managing and delivering large scale transformational projects, Carl is well-equipped to lead our People and Culture functions, as we continue to put our patients and people at the heart of everything we do.

Jo Cripps, Director of Corporate Affairs

Jo Cripps is the Director of Corporate Affairs at London Ambulance Service.

Jo has held senior roles in the health sector for over 20 years, including leading commissioning, delivery, corporate affairs and strategy functions.

Before her NHS career, she spent 10 years at the Royal College of Surgeons, working to develop policy and standards for surgical care. She joined LAS in January 2026 as Director of Corporate Affairs.
