Financial Responsibilities
The host organisation acts as an agent on behalf of NHS England, with the service accounted for as a hosted service on a net accounting basis. They receive a facilitation fee (£300k) but must use all allocated funding solely for the agreed work program.
It must be noted that the host organisation must not only provide routine corporate oversight (as defined in the SoR) but must also comply with extensive statutory and contractual obligations defined by the NHSE Terms and Conditions of the contract; therefore, that LAS inherits full corporate, legal, financial, and operational responsibility.
These can be summarised as;
- Acting as the legal employer for national specialist staff
- Holding legal liability for regulatory, employment, pension and data protection compliance
- Carrying national fleet, estate, governance, and audit obligations
- Meeting extensive reporting, assurance, and contract management requirements
- Integrating national‑level business continuity, cyber security, and environmental commitments
Alignment with sustainable environmental requirements
- The host organisation must embed the service into its organisational Green Plan and fulfil NHS sustainability commitments by minimising environmental impact.
- Supporting transition to Zero and Ultra-Low Emission Vehicles as fleet assets are updated.
- Ensuring environmental considerations are reflected in operations, procurement, and infrastructure management.
